Residential Districts Championship (Furjan 3)
Dubai Sports Council will organize – for the third successive year – “The Residential Districts Championship (Furjan)” to increase the level of the social awareness and to encourage locals/residents in UAE to practice sports activities aiming to attain the Council’s strategy “Having a Distinctive Sports Community”. More than 1000 players & administrators are expected to participate in the football & basketball competitions.
The Championship was limited to the football activity during the last two editions, whereas basketball game will be added in the coming edition in order to increase the level of participation in the Championship. Participation in both competitions will be open for all nationalities with out fees.

Period of the Championship:
From 25/06/2010 to 01/08/2010.
Objectives of the Championship:
The objectives of the Championship are to:
• Enhance sports practices in the residential districts,
• Popularize the practice of sports activities among locals & residents,
• Develop voluntary sports leaders in residential districts and enable them to play a vital role in managing free sports works in districts,
• Invest time of all locals & residents to practice useful activities,
• Promote cooperation & group work / boost social links with residents of the same district.

Football Competition:
• The Championship is decided to be joined with 104 teams, to be divided into two categories; these are:
- Under 23 Years Old Category (from 1987 to 1991).
- Under 17 Years Old Category (from 1992 to 1996).
• Each team to include 12 players; 7 players of them to participate during the match whereas the other 5 players will remain as substitutes.
• The football competition is expected to be joined with 896 players; 768 players to participate in the first category while 128 players to participate in the second category.
Competition’s System:
Teams of the first category to be divided into eight groups in Deira & Bur Dubai. The champion of each group will qualify to the next stage to be played via knock out system.
Teams of the second category will be divided into four groups in Deira & Bur Dubai – eight teams in each group. The champion of each group will qualify to the next stage to be played also via knock out system. It is to be mentioned that regulations of the beach soccer shall be applied in matches of this Championship
Basketball Competition:
• The competition is decided to be joined with 16 teams including players from various ages.
• All teams will play in one category in Deira & Bur Dubai.
• Each team to include 10 players and thus total number of players are expected to be 160 players.
The Championship to Take Place in the Following Parks & Playgrounds:
The Championship is decided to take place at public parks & playgrounds of Dubai Municipality – located in various areas of Dubai; these are: Al-Hamriya Park / Al-Qusais Playground / Al-Rashidiya Playground / Hatta Club in Deira / Al-Safa 2 Playground / Al-Jafiliya Park / Al-Quoz Playground / Al-Safa 2 Park in Bur Dubai.
Championship’s Organizers:
DSC acts to convert the Championship from a social entertaining championship into initiative to form sports leaders who are able to organize district’s championships (including all technical & administrative details). The Championship is considered as a pioneer opportunity to qualify sports leaders of the residential areas and to make them able to organize district’s championships / show their organizational abilities / enhance their characters in society.
History Of Furjan
Objectives & Regulations of Football Residential Districts ChampionshipDubai Sports Council has started its first initiative to promote sports among activities the society classes "Football Residential Districts Championship". The objective of the initiative is to encourage the locals & expatriates to practice sports activities & to consolidate ties among the various classes of society. This Championship is part of the strategic plan of DSC as it will make the society aware of the importance of practicing sports activities / develop the voluntary sports leaders & push them to have an efficient sports role / exploit the time in positive activities / promote the spirit of cooperation & social work.
Objectives of the Championship:
1. Exploiting the summer vacation times in practicing football.
2. Involving the youth in competitive atmosphere through which they can show their sports skills.
3. Discovering sports talented persons who can support the sports process in Dubai Emirate.
4. Boosting relations among youth.
The Championship Areas:
It has been decided to organize the Championship in eight areas located in Dubai:
Deira Areas:
Al-Manama Park: (Hur Al-Anz / Al-Hamriya / Al-Mamzar).
Al-Tawar Park: (Muhaisna / Al-Tawar / Al-Qusais).
Nad Al-Hamar Park: (Al-Khawaneej / Al-Mizhar / Al-Warqaa / Mushrif / Al-Awir).
Al-Rashidiya Park: ( Al-Rashidiya / Nad Al-Hamar / Nad Shama / Al-Lisili / Hatta).
Bur Dubai Ares:
Al-Satwa Park: (Al-Bidaa /Al-Wasl / Al-Dhiyafa / Al-Satwa).
Al-Jafiliya Park: (Zaabeel / Al-Jafiliya / Mankhool / Al-Karama).
Al-Quz Park: (Al-Barsha / Al-Safa / Al-Quz / Al-Najma / Shaabiyat Al-Shurta).
Jumeira Park: ( Umm Saquim / Jumeira / Shabiyat Al-Diffaa)
Organizational Structure of the Championship:
Championship Committees:
1. Higher Organization Committee.
2. Executive Committee.

4. Committee of Teams & Matches Supervision.

7. Technical Committee.
Conditions of Participation:
1. The Championship is allocated for youth born in 1987/1988/1989/1990/1991/1992.
2. Each team should submit a list of players' names along with passport copies in order to confirm the ages.
3. No. 2 photos for players along with writing the name of the player on the backside of the photo.
4. Each team will be composed of 12 players (7 players will participate in the matches & the other 5 players will be reserves).
5. Each team will be accompanied with administrator to coordinate with the organization committee.
Each team should be committed to unified sports uniform.
Championship System:
The Championship will take place in 8 playgrounds in Dubai (Deira / Bur Dubai)
Eight teams will participate in each area.
The teams will be categorized into two groups; each group includes four teams.
Only the first & second team will be qualified to the semi-final stage.
Knock out system will be applied in the semi-final & in the final match.
The winners of the eight areas will be qualified to the final stage of the Championship, which will be played in same way of the first stage.
Technical Regulations:
1. Players:
- Each team has the right to replace players from the list & to register new players till the date of the final match.
- The teams have the right to replace any player who did not participate with the team in the matches.
- Each team is allowed to replace 5 players during the match taking into consideration the replaced player will not be allowed to re-join the team during the said match.
- Each player should be committed to the specific number on his te-shirt.
- Any player – started to play with any team in any area – will not be allowed to shift to other area of the Championship.
- Teams qualified to the final stages will be allowed to replace three players from the list.
2. Administrators:
- The administrator of the team should commit himself to the decisions taken by the committee, taking into consideration that the teams are allowed to submit their protests via administrators only. If there is a protest, an official submission should be made within a time of one hour after the end of the match along with Dhs 100 being the protest fees.
- Administrators will be called before the start of the matches for the batch procedures.
- Administrators should attend all matches of their teams.
General Regulations:
- The time of each match should be 40 minutes divided into two halves, between which there will be a rest time of 5 minutes.
- The least number of players allowed for the team start the match is 4 players.
Punishments:
- If the player receives two cards in different two matches then will not be allowed to participate in the next match.
- If the player is sent out from a match then he will not be allowed to participate in the next two matches.
- The committee has the right to punish any player who committed bad behavior.
The team will lose the result of the match 0/2 in any of the following cases:
- If the team withdraws from the match.
- If the team inserts any player who is not included in the Championship list.
- If the team inserts any player whose age has exceeded the allowed limit (20 years).
- If the number of team's players does not reach the least allowed limit which are four players.
- If the team's players fail to reach the playground till 15 minutes after the decided time.
- The referees decisions taken with respect to the match results & events shall be final and the organization committee shall adopt its final decision according to the referees reports.
Result Calculation:
- The winner team will be given three points / the team which loses the match will not be given any point and in case of draw each team will be given one point.
- In the knock out matches, if no team succeeded to win the match till the end of the decided time then the two teams will resort to penalty kicks (4 kicks for each team).
If two teams recorded the same numbers of points and one of them should be qualified then the matter shall be decided as following:
- Difference of the goals scored.
- The team which scores more goals.
- The team which receives less goals.
- The team which wins the match played between the two competing teams.
- Proceeding with batch measures.

The prizes of the first stage will be distributed after the end of the area Championships:
- Cup for the first & second teams + medals for each player.
- Prize for the best player in each match.
Prizes of the Distinguished Players:
- Best player.
- Best goalkeeper.
- Highest scorer player.
- Best administrator.
- Best team.
- Best organizing area.
- Referees.
Prized of the Final Stage:
The prizes of the final stage will be distributed in the final day of the Championship:
- Cup for the first & second teams + medals for each player.
- Prize for the best player in each match.
Prizes of the Distinguished Players:
- Best player.
- Best goalkeeper.
- Highest scorer player.
- Best administrator.
- Best team.
- Best organizing area.
The referees, media persons & organizing committees will also be rewarded in the final ceremony of the Championship.
